The main points.
- The CRD went too far with a ban and took the rights away from the parents. Parents make this same chose every day when they let their teen go outside in the summer.
- The CRD could not include skin typing, certified operators and controlling the timers by trained and certified operators, so the bylaw will not protect all ages.
